Barely a day after Roan Member of Parliament Chishimba Kambwili was beaten at Parliament by State House Minister Freedom Sikazwe after he referred to him as a witchdoctor, Kambwili told parliament upon resumption of debate Wednesday afternoon that he had a terrible night after being ‘visited in the night’ by someone.
And Kambwili has charged that in the absence of legislation on debt contraction, all debt being contracted currently was illegal adding that the government won’t manage to implement the 2019 budget because they have been abrogating the constitution with impunity.
Few minutes into his debate he was interrupted by Sikazwe’s running comments forcing Kambwili to warn Sikazwe not to visit him again as he was not sleeping.
“My dear brother nshilele (I am not sleeping) I am very sorry, please don’t come again I am very sorry,” Kambwili mockingly said minutes after claiming someone visited him in his sleep.
Deputy Speaker Namugala then interrupted debate for a short while to allow Kambwili and Sikazwe to cool down.
“I see that the members want to relieve pressure that has been building in them over whatever that transpired,” Namugala said while smiling.
And Kambwili charged that in the absence of legislation on debt contraction, all debt being contracted currently was illegal adding that the government won’t manage to implement the 2019 budget because they have been abrogating the constitution with impunity.
He said government has deliberately failed to bring the Loans and Investment Act to parliament to actualise the constitutional provision that requires all debt contraction to be approved by parliament.
“It is now two years since the constitution was signed but deliberately, because they have the appetite of borrowing and they know that it will be very difficult for them to borrow carelessly if parliament provides an oversight,” Kambwili said.
